PROBLEM TO BE SOLVED: To provide a sound insulating panel capable of shutting out noise over a wide range from low frequency to high frequency and a method capable of efficiently constructing a sound insulating wall having high sound insulating performance at a low cost. SOLUTION: A sound absorbing layer 4 formed of a porous material such as glass wool or the like is formed on the reverse side of a porous plate 2 having a plurality of opening parts 2 such as punching metal or wire gauze, and a space part 6 is formed on the reverse side of the sound absorbing layer 4 through a partitioning plate 3. Concrete or mortar is filled in the space part 6 to form a sound insulation layer 5. Further, this sound insulating panel having the space part 6 formed on the reverse side of the sound absorbing layer 4 through the partitioning plate 3 is used and successively mounted on a steel frame or the like, and concrete or mortar is filled in the space part 6 to construct the sound insulating wall.
