PROBLEM TO BE SOLVED: To provide a skin care preparation having excellent skin moisturizing effect, whitening effect, chapped skin ameliorating effect, affinity to the skin, stability and safety by improving the physiological function of the skin. SOLUTION: The base of the objective skin care preparation contains one or more extracts selected from a specific vegetable extract mixture such as the extract mixture of chamomile (Matricaria chamomilla L.), fennel (Foeniculum vulgare Miller), hop (Humulus lupulus L.), nosebleed (Achillea millefolium L.), melissa (Melissa officinalis L.) and mistletoe (Viscum coloratum Nakai var. lutescens Miyabe et Kubo) and a specific plant group in combination with one or more substances selected from collagen, elastin, their solubilized products, hydrolyzed products and modified products.
