PROBLEM TO BE SOLVED: To provide an apparatus for filling a powder and granular substance which is bagged by a constant weight wherein a filling speed is improved while preventing the substance from clogging in the apparatus so that time required for filling can be shortened. SOLUTION: Rotational speeds of motors 6, 8 are determined based on loads of the motors 6, 8 in the apparatus 1 for filling the powder and granular substance for filling a bag with the substance by rotating screw feeders 5, 9 by the motors 6, 8 to push out the substance by the screw feeders 5, 9.
