PROBLEM TO BE SOLVED: To obtain a picture from which noise is removed when compressing/ decoding and displaying the picture including noise. SOLUTION: A picture receiver for receiving a file including prescribed information and a prescribed code string from an external picture transmitter is provided with a separating means (5) which separates the prescribed information and the prescribed code included in the received file, a decoding means (6) for obtaining an original picture by decoding the prescribed code string by using information on an image-pickup situation in the prescribed information obtained by the separating means (5) and the prescribed code string, and an output means (7) for outputting the picture obtained by the decoding means (6).
