PROBLEM TO BE SOLVED: To cause small air ions with positive electric charges and small air ion with substantially equal amount negative electric charges to be generate by making use of a charging phenomenon, occurring in association with following spraying of water. SOLUTION: Static electricity generation means and water removal means are provided. The static electricity generation means is binary fluid nozzles 8a, 8b, 8c incorporated in an ion generator 1, which discharge air ion produced by a charging phenomena associated with spraying of water to produce in air positive charge small air ions with positive electric charges and small air ion with negative electric charges both charges being substantially equal in amount. The water removal means is a cyclone separator, in which water droplets discharged into the air following the production of the small air ion are separated centrifugally and are removed from the air.
