PROBLEM TO BE SOLVED: To provide an elastic member for an electrophotographic device having little fluctuation width of specific volume resistivity and excellent ozone resistance, and a method for manufacturing the same. SOLUTION: This elastic member comprises at least two layers including a front surface layer 2 which is composed of a polycarbonate urethane resin and a base material layer 3 which is disposed on the inner side of the front surface layer 2. The base material layer 3 is formed by molding the urethane resin by a centrifugal molding method. The polycarbonate urethane resin stock solution prepared by dissolving the polycarbonate urethane resin in a solvent is applied on the base material layer 3 by a dipping method or spraying method and the solvent is dried, to form the front surface layer 2 on the base material layer 3.
