PROBLEM TO BE SOLVED: To provide a roof substrate material having a slip preventive property, water repellency, moisture permeable waterproof, and watertightness and allowing safe work even at a high lift place. SOLUTION: A non slip layer 2 having air permeability, no adhesiveness, a slip factor of 0.1 or more, and water repellency of 60 points or more is arranged on a surface, a moisture permeable waterproof film 4 having vapor permeability of 2,000 to 20,000 g/m2/24 hr is arranged in a second layer, and a protection layer 1 is provided in a third layer to constitute a structural body for roof substrate material.
