PROBLEM TO BE SOLVED: To realize a program-preparing apparatus, capable of preparing a program whose quality is high in a short period and reducing man-hours for confirming operation. SOLUTION: This program preparing device is set in a remote monitor system, which is provided with a sequencer for controlling control equipment according to a sequence program, and for storing allocation definition in which a tag in the sequence program is allocated to the desired address of an inside device, and for collecting data indicating the operating states of the control equipment and the inside device. In this case, data are transmitted via a communication network, and displayed according to a display program, and a slip is printed according to a slip-printing program. This program preparing device is also provided with a builder for preparing the sequence program, the allocation definition, the display program, and the slip printing program, based on a tag definition file prepared by a general chart calculating tool.
