PROBLEM TO BE SOLVED: To provide a composition for polyester-lased powdered paint having properties such as excellent shock resistance and flexibility, and excellent weather resistance at the same time, and to provide a method of forming coating film using a powdered paint containing the composition for powdered paint. SOLUTION: The composition for powdered paint comprises a polyester resin (A) using terephthalic acid, a polyester resin (B) using isophthalic acid and/or an alkyl-substituted isophthalic acid, and a curing agent (C) for these polyesters. In the composition for powdered paint, the weight ratio of (A)/(B) is 95/5 to 51/49, and the difference in the methanol tolerances of cyclohexanone solutions is >=200%. The method of forming coating film using a powdered paint comprising the composition for powdered paint.
