PROBLEM TO BE SOLVED: To achieve a high recording density and a large recording capacity for an information recording/reading device such as a hard disk device or the like by simultaneously realizing the high-speed movement of a head and finer moving amount. SOLUTION: By using a plurality of displacing elements 31 and 32 such as multilayer piezoelectric elements or the like for an actuator 30, an arm 21 having a head 20 attached to its one end is driven by friction. According to the method for driving the displacing elements, AC driving signals (voltages) having different phases are applied to the displacing elements 31 and 32 and high-speed driving is attained such that a chip member 33 provided at an intersection between the displacing elements 31 and 32 draws an elliptic or circular orbit, or a static DC driving current (voltage) is applied to at least one of the displacing elements 31 and 32 so that the displacing element 31 or 32 is displaced by a very small amount and the arm 21 is rotated only by a very small angle.
