PROBLEM TO BE SOLVED: To provide the subject composition capable of easily and inexpensively preparing hair treatment preparations including hair conditioners, hair dyes, waving preparations, finishers, emulsifying stabilizers or iron-perming sliding agents, and to provide hair treatment preparations excellent in feeling when applied such as hair glossiness, slipperiness, refreshing feel, softness, dampishness, dry feeling and nonstickiness, and also in such characteristics as spreadability and hair protectiveness. SOLUTION: This composition for formulating hair treatment preparations is characterized by containing at least one ingredient selected from the group consisting of nonionic surfactants, silicones and polymers.
