PROBLEM TO BE SOLVED: To provide a pithead sealing device having a simple structure, being easy in storage, transport and installing work and being excellent in water stop performance. SOLUTION: This pithead sealing device 5 liquidtightly and pressuretightly seals a pithead 3 of an excavating hole 4 and pipeline forming bodies 6, 7 arranged in the excavating hole. This pithead sealing device is provided with elastic packing 8 having an opening 8b smaller than an external shape of the pipeline forming bodies 6, 7 and a hygroscopic swelling member 10 for pressing an opening peripheral edge part to an outer peripheral surface of the pipeline forming bodies 6, 7 from the pressure receiving surface side of the elastic packing 8 by cubically expanding by absorbing inside water of the excavating hole 4. The elastic packing 8 can be omitted.
