PROBLEM TO BE SOLVED: To accurately read characters even if a relatively large stain such an unerased character left when a character written with a pencil is erased with an eraser is present. SOLUTION: A character density decision part 3113 decides a character density section on a multi-valued image obtained by inputting a character image to be read on a document. A stain decision threshold calculation part 3114 calculates a stain decision threshold for discriminating an entry character to be read on the multi-valued document and a stain such as an unerased character left when the entry character is erased with an eraser. A stain decision part 3121 decides which of a character stroke and a stain connecting block pixels on the binary image are and removes the connecting black pixels judged to be a stain as noise.
