PROBLEM TO BE SOLVED: To enable the maintenance of a base unit and the maintenance or meter-reading of a handset, for example, by radio communication and to speedily reset a frequency even when it is forgotten which frequency is ordinarily used. SOLUTION: At least one of base unit 1 and handset is provided with a radio communication means 11 for commonly using an emergency frequency for transmitting/receiving for all the base units 1 and the handsets separately from a single or plural ordinary frequencies to be used for ordinary transmitting/receiving.
