PROBLEM TO BE SOLVED: To efficiently ensure synchronization of the operation timing of each device when a plurality of devices operate at the same timing. SOLUTION: An initial value generation circuit 111 generates an initial value obtained by considering delay in a signal line extending from a representative device 10 to each of devices 11 to 16 and processing delay within each device, the initial value is set in a counter 113 when a system synchronizing signal is received from another devices. Thus, the counter value of the counter 103 of the device 10 is made to coincide with the counter values of the counters 113 of the devices 11 to 16.
