PURPOSE: A high-speed compression algorithm of an image to be transmitted is provided to minimize the quantity of calculations and quantity of compression to realize an inexpensive image transmission device. CONSTITUTION: A hadamard operator(14) performs Hadamard conversion and, when the current image block is identical to the previous image block, do not transmit the contents, so as to reduce the quantity of operation and quantity of compression. A format generator(18) separately formats a DC component and an AC component that are generated by performing Hadamard conversion.
