PROBLEM TO BE SOLVED: To provide a network control method capable of executing reliable data transfer, while realizing a hot-plug function and device therefor. SOLUTION: When the connection of a new node is detected, an IPC decides whether data transfer is performed in the existing network (step 41), waits for the data transfer to be finished (step 42) when the data transfer is performed, and reconstructs the network after the data transfer is finished (steps 43 and 44). Consequently, a retransmission operation due to the intervention of reset and data confirmation processing are no longer needed, because the data transfer is completed surely.
