PROBLEM TO BE SOLVED: To provide an emulsifying agent for emulsion-polymerization or a dispersing agent for suspension-polymerization which agent has a specific structure and can reduce an influence on the environment. SOLUTION: An emulsifier for emulsion-polymerization or a dispersing agent for suspension-polymerization is expressed by the formula: R1O-(R2O)n-X. This emulsifier or dispersing agent is used in an amount of 0.1-20 wt.% relative to a raw material monomer in order to carry out an emulsion-polymerization or a suspension- polymerization. The polymerization uses also a polymerization initiator such as sodium peroxysulfate or the like, a polymerization promotor such as sodium hydrogensulfite or the like, a crosslinker such as divinyl benzene or the like, and a polymerization regulator such as dodecyl mercaptan or the like. Preferably used monomers as a raw material are a halogenated olefin group such as vinyl chloride, vinylidene chloride, chloroprene and the like as well as a vinyl acetate group. In the formula, R1 is a moiety is which hydroxyl group is removed from the 13C alcohol that is synthesized by the oxo process; R2 is a 2-4C alkylene group or the like; X is a hydrogen atom or an anionic hydrophilic group such as a sulfate group, phosphate group or the like; and n is 0, 1, or more.
