PROBLEM TO BE SOLVED: To provide a color cathode-ray tube and a color cathode-ray tube apparatus capable of reducing the power consumption of a magnetic field deflecting device. SOLUTION: A color cathode-ray tube includes a funnel, having a region where a deflected magnetic field acts on, i.e., where at least a magnetic field deflecting device 11 is installed, and a low potential electroconductive film 16 is formed on the inner surface of the funnel in the region, wherein the voltage impressed on the film 16 is made lower than the anode voltage supplied from an externally provided high-voltage supplying means 17, such as a flyback transformer via an anode terminal 12.
