PROBLEM TO BE SOLVED: To quantitatively evaluate quality of a surface protecting film by using a simple and easy method associated with a method for evaluating the quality of the surface protecting film and a method for manufacturing a magnetic recording medium. SOLUTION: A main surface of carbon provided on a magnetic recording layer 4 constituting the magnetic recording medium 1 or the surface protecting film 5 mainly comprising the carbon, contacts an extracting liquid 7. The quality of the surface protecting film 5 is quantitatively evaluated by detecting metal elements 8, 9 eluting from a layer intervening between the surface protecting film 5 and a substrate 2.
