A dual transport stream generating device and a method thereof are provided to improve data transport rate, by transporting a turbo stream using a payload region and a parity addition region of a normal stream. An adaptor part(110) generates an adaptation field in a parity addition region and a payload region of a partial packet among a normal stream. A stuffer part(130) generates a dual transport stream by inserting a turbo stream into the generated adaptation field. The adaptor part generates the adaptation field in the whole region of the parity addition region and the whole region of the payload region.
