PROBLEM TO BE SOLVED: To prevent a guard state setting device which uses an IC card from getting out of order by detecting terminals of the connector 11 of an IC card holder being short-circuited in such a case. SOLUTION: A switch 20 is connected in series in the path where the source voltage is supplied from a power circuit to the power terminal A of the connector 11. A controller 13 always monitors the voltage supplied to the power terminal A of the connector 11, compares it with a predetermined threshold VTH, and judges the power terminal A and ground terminal B of the connector 11 are short-circuited when the voltage supplied to the power terminal A is lower than the threshold VTH and then opens the switch 20, thereby stopping supplying the source voltage to the power terminal A.
