PROBLEM TO BE SOLVED: To avoid cavitation bubbles in a valve chamber breaking and eliminating by enlarging a cross sectional area of at least an inlet port in the inlet port and an outlet port larger than a fluid passing effective area in the valve chamber in a condition in which a clearance size between an eccentric outer peripheral surface of a valve element and an inner circumferential surface of the valve chamber is the largest. SOLUTION: In a condition in which a clearance size between an eccentric outer peripheral surface 16c of a valve element 16 and an inner circumferential surface 2a of a valve chamber 2 is the largest, a cross sectional area of an inlet port 3 and a cross sectional area of an outlet port 4 are set larger than a fluid passing effective area in the valve chamber 2 in a condition matched with the outlet port 4. When a fluid flows between the eccentric outer peripheral surface 16c of the valve element 16 and the inner circumferential surface 2a of the valve chamber 2, a phenomenon such that cavitation bubbles in the valve chamber 2 are broken and eliminated is not generated without recovering pressure. It is thus possible to prevent fluid passing noise from generating at the time of a condition in which a valve opening quantity is large, and it is also possible to provide a good silence performance.
