PROBLEM TO BE SOLVED: To provide an optimum damping effect by providing a container in which electric viscous fluid having apparent viscosity changing according to a change of an electric field is contained and an electric field applying means to apply an electric field meeting the natural frequency of a structure to be damped. SOLUTION: A synchronously sloshing damper using electric viscous fluid (ER fluid) 2 is provided with a rectangular tank 1 in which the ER fluid 2 is contained, and a pair of electrode plates 3a and 3b situated facing the end parts in the direction of vibration of the wall surfaces 1c and 1d in a direction of a rectangular tank 1. Application of an electric field on the ER fluid 2 is executed in a vertical direction to the vibration direction of the rectangular tank 1 and application of an electric field on a space between the electrode plates 3a and 3b is carried out by a high speed voltage amplifier. This electric application is controlled such that an electric field having intensity high enough to allow the generation of a yield shearing stress higher than the shearing stress of the ER fluid 2, at which the ER fluid 2 indicates a behavior as a solid, is applied on the ER fluid 2.
