PROBLEM TO BE SOLVED: To actuate preheating operation by automatically judging the necessity of the preheating and to finish the operation by automatically determining the end point of the operation. SOLUTION: The temperature of the bottom surface of a treatment tank 2 is detected simultaneously with the actuation of a garbage treating machine 1, when the temperature is 0 deg.C or below, a heater 5 is energized with an agitator 6 stopped, the temperatures of the sealing member of the agitator 6 and a sealing slide part of a bearing and others are detected, and when the temperature of the sealing slide part is increased to a prescribed value, the agitator 6 is actuated to start a normal operation mode.
