PROBLEM TO BE SOLVED: To provide an instep material for a footgear having good ventilation, good air blowing and workability, its manufacturing method and an adhesive composition for the air permeable instep material. SOLUTION: An adhesive composition is provided for an air permeable instep material, wherein two components are mainly used, the two components being polyole component mainly containing polybutadiene having a hydroxyl value of 40 to 50, and a curing agent component mainly containing short chain diol and diisocyanate which is made of a mixture between the added product of norebonen diisocyanate and short chain diol and non-reactive norebonen diisocyanate. After the adhesive composition is coated on back cloth having oil evaporation characteristics, then front cloth is laminated, then heated to provide an air permeable instep material made of a cured adhesive composition.
