PURPOSE: An urgent information system and terminal device therein is provided to control a volume level as a uniform level and prevent that a user changes the volume level by controlling a volume level of an audio which is more than the uniform level. CONSTITUTION: A terminal device(1) is connected to a communication antenna(2), a trigger button(3), a GPS antenna(4), a microphone(5) and a speaker(6). A communication device(11) is connected to the communication antenna(2), a controller(12) and a hands-free system circuit(16). The controller(12) is connected to the trigger button(3), a location information generator(14), a memory and a volume control circuit(18A). A gyro sensor(13) is connected to the location information generator(14). A GPS receiver(17) is connected to the GPS antenna(4) and the location information generator(14). The hands-free system circuit(16) is connected to the microphone(5) and the volume control circuit(18A). The volume control circuit(18A) is connected to the speaker(6).
