PROBLEM TO BE SOLVED: To further enhance the protecting property for the lower limbs and waist of a sitting person to an impact in a front collision. SOLUTION: A fixed rod 14 for movably supporting a support inclined surface 28 in the front part of a seat cushion 26 and a movable rod 16 for stationarily supporting the seat cushion rear part are erected and arranged between a pair of base plates 12. The guide hole 34 of the base plate 12 to which the movable rod 16 is inserted has an intermittent form in which the rear position 34-1 and the front position 34-2 are cut off by a dividing piece 36, and the movable rod 16 is engagingly locked and retained in this rear position under a retaining force stronger than a general sitting load. A pretensioner 38 between the fixed rod 14 and the movable rod 16 is towed under the input of a prescribed impact signal, and by the movement of the movable rod 16 from the rear position 34-1 to the front position 43-2 accompanied thereby, the seat cushion is forcedly rockable in the backward tilting direction with the upward movement of the front part.
