PROBLEM TO BE SOLVED: To provide a vegetation mat which is porous to be suitable for budding of plant seeds and growth of plumules and also suitable in handling respect by forming a mixture of bulky fiber and fibrous or a granular dry adhesive into a mat with a designated thickness, wetting the mat-like mixture, and then drying the same. SOLUTION: This vegetation mat 1 is a mat-like mixture 4 in which a dry adhesive which will not exhibit an adhering function in the dry state and bulky fiber 3 are mixed, and the mixture 4 is spread with a substantially uniform thickness to loosely accumulate bulky fibers 3. The mixture 4 is wetted to make the adhesive 2 exhibit an adhering function, and then the mixture 4 and the adhesive 2 are dried to make the bulky fibers 3 adhere to each other in a porous state. Accordingly, as the adhesive 2 and the bulky fiber 3 are previously mixed, the adhesive 2 can be evenly existent over the whole layer of the mixture 4. As the mixture 4, the bulky fibers 3 may be loosely entangled and intact made adhere over the whole layer.
