PROBLEM TO BE SOLVED: To record a DTMF code with a small storage capacity and to retrieve a detailed speech recording through the use of a plurality of DTMF codes by providing a control section or the like that controls a recording and reproducing section to retrieve and reproduce voice data according to a retrieval condition set by a retrieval condition setting section. SOLUTION: A control section 2 is provided with a destination control section 201 and a plurality of DTMF code detection condition comparison sections 202-205. The device control section 201 receives signals denoting the signal comparison outputted from a plurality of the DTMF code detection condition comparison sections 202-205, selects a DTMF code matching a detection condition and records it to an index recording area section of a recording and reproducing section 5. The recording and reproducing section 5 is a recorder such as a hard disk drive(HDD). A voice data recording area section 501 and an index recording area section 502 are provided in a recording area of a recording section in the recorder, to/from which received voice data and index data are recorded/reproduced by an instruction of the control section 2.
