PURPOSE: A bit stream control method of video data is provided to obtain an optimum image quality in an application to a video system by calculating a quantization step size of a next block with the use of parameters obtained from encoding. CONSTITUTION: A method comprises the steps of: calculating quantization step size values with respect to respective blocks separated from a frame(S1); calculating a bit amount to be generated from each block based on the calculated quantization step size values and controlling and encoding the quantization step size values with an allowed maximum variation width with respect to an object block and with an allowed minimum variation width with respect to a background block(S2-S4); and calculating a quantization step size of a next block by using the bit amount to be generated in case of the encoding based on the calculated quantization step size value(S5).
