PROBLEM TO BE SOLVED: To perform the real-time processing of variable bit rate encoding and to perform high image quality encoding by adjusting a set quatization width by respective pixel units from a generation code amount and an excess/ insufficient amount from an average bit rate. SOLUTION: In a dynamic image encoding means 101, based on a quantization width Qj supplied for respective macro blocks from an average bit adjustment means 103, input images are encoded, and the generation code amount Sj is outputted. The quantization width Qj is supplied to an image group quantization setting means 102 as well, and a standard quantization width Qgop of an image group GOP is set from it and a code amount Sj. Also, the code amount Sj is supplied to the average bit rate adjustment means 103, is compared with the average bit rate, the excess/insufficient amount of the code amount Sj actually generated to the average bit rate is obtained, and the GOP standard quantization width Qgop supplied from the setting means 102 is adjusted corresponding to it and the quantization width Qj to be supplied to the dynamic image encoding means 101 is decided. |
