PROBLEM TO BE SOLVED: To simultaneously perform plural recordings and reproductions without evaluating recording and reproducing capabilities of multiple channels while measuring respective performances preliminarily as to individual recording and reproducing devices at the time of performing recordings and reproductions of the multiple channels. SOLUTION: This device is provided with an HDA (head disk assembly) 4 in which data becoming objects of recordings and reproductions and data indicating the recording and reproducing capability of itself are stored and a decision means 7 which performs a decision by comparing data at least having the number of channels of the data becoming the objects of recordings and reproductions or a transfer rate with the data indicating the recording and reproducing capability when a request deciding the advisability of recordings and reproductions is received and outputs the decision result to a request source.
