PROBLEM TO BE SOLVED: To surely monitor an approaching object even in the dark by processing in time series the location of the object to be detected by a laser radar means, analyzing the motion of the object in a vector and judging the approach of the object based on the vector analysis result. SOLUTION: A laser radar unit 10 is instructed to carryout a searching action via a signal input/output unit 70, and laser beams are projected by a laser transmitter-receiver 11 of the unit 10. At the same time, a turntable 12 is actuated to repeat the reciprocating turning of the transmitter-receiver 11 within a prescribed angle range. In such a constitution, if an object such as a ship exists in a monitor area of the laser beam, the object is searched based on the receiving signal that is outputted from the transmitter-receiver 11. Then, the location data on the searched object are processed in time series and the motion of the object is analyzed in a vector. Based on this vector analysis result, the approach of the object is judged.
