PROBLEM TO BE SOLVED: To provide a method of manufacturing a solid-state electrolytic capacitor which can be more improved in characteristics, where the electrolytic capacitor is equipped with a cathode layer formed of conductive organic compound. SOLUTION: A solid-state electrolytic capacitor which is equipped with a cathode layer 3 formed of conductive high-molecular compound which is obtained through chemical oxidative polymerization is manufactured through a method where a room temperature chemical polymerization where polymerization reaction occurs at a temperature of 10 to below 30 deg.C, a medium temperature chemical polymerization where polymerization reaction occurs at a temperature of 30 to below 60 deg.C, and a high-temperature chemical polymerization where polymerization reaction occurs at a temperature of 100 deg.C or above are successively carried out in this order when the cathode layer 3 is formed through chemical oxidative polymerization.
