PROBLEM TO BE SOLVED: To improve the processing speed of a sequence program. SOLUTION: A sequence program is read from a sequence program file into a memory (S1). The sequence program is formed of the bundle of condition sentences defining a prescribed output operation in accordance with an input state to a prescribed input terminal. Two and above condition sentences where the other condition sentence is not realized when one condition sentence is realized are detected (S2-S4). Two and above condition sentences are compiled into the single condition sentence using an exclusive expression (S5) and the compiled condition sentence is outputted to an optimizing file (S6).
