PROBLEM TO BE SOLVED: To obtain a bleach-activating agent capable of manifesting a sufficient bleach-activating activities without causing fiber damage or decoloration of dye by forming the agent out of a specific metal complex. SOLUTION: This bleach-activating agent comprises a metal complex of formula I [L is a ligand of an organic molecule containing three or more hetero atoms selected from nitrogen, phosphorus, oxygen and sulfur; M is manganese, iron or the like; M' is chromium, cobalt, nickel, copper, zinc or the like; (n)and (m) are each 2-4; m' is 1-4; X is a ligand species or a crosslinking species; Y is a counter ion; z is an electric charge of the metal complex; (p) is 0-30; (q) is the number satisfying the equation of q=z/(electric charge of the Y)], such as the compound of formula II. Preferably, a bleaching agent is prepared by compounding the bleach-activating agent with hydrogen peroxide or a peroxide generating the hydrogen peroxide in an aqueous solution.
