PROBLEM TO BE SOLVED: To balance the operating force until a sheet is drawn long from the drawing start of the sheet to smoothen the operation by fixing one end of a wire to a drum and fixing the other end of the wire to a non-rotating part out of the drum. SOLUTION: A winding device 30 comprises a drum 31 extended on one end of a barrel 10, and the barrel 10 (and the drum 31) are rotatably supported by the support recessed parts 107 of cap members 106 on both ends of a casing. The drum 31 is reduced in diameter from the center toward the rotating axis, and has a continuous circumferential groove 31a on the circumference. One end of a wire 33 is fixed to near the end close to the barrel of the drum 31, and the other end of the wire 33 is connected to a spiral spring 34 that is an energizing tool through a movable pulley 35, and the other end of the spiral spring 34 is fixed to a non-rotating part (casing).
