<p>PROBLEM TO BE SOLVED: To obtain a charge controlling agent having a sharp charge distribution and high in uniformity in charging quantity, excellent in temporal stability, durability or the like by using a stable compound which has an excellent charge controlling property, as an active ingredient. SOLUTION: This charge controlling agent includes a metal compound having an aromatic oxycarboxylic acid or an aromatic dicarboxylic acid including at least one arylazo group optionally having a substituent as a ligand, preferably, a metal compound of the formula, [(m) and (n) are each an integer of >=1 and m+n=4; A1 is a group B-N=N (B is an aromatic ring optionally substituted with hydroxyl, a halogen, nitro, a 1 to 12C alkyl, or the like); R1 is H, a 1 to 12C alkyl, an alkenyl, a halogen or the like; D is COO, O; M is a metal having coordination number of 6, for example, Zn, Cr, Al or the like; y1 is 3 when x1 is 2 or y1 is 6 when x1 is 4], or the like, as an active ingredient.
