PROBLEM TO BE SOLVED: To prevent the appearance of a container from being deteriorated by surrounding the periphery of a cylinder having a discharge hole with a cylindrical body, forming a gap for a lower-face opening between the inner face of the cylindrical body and the outer face of the cylinder and returning a residual-pressure water discharged from a discharge hole to the container. SOLUTION: A cylinder 11 is provided by abutting the upper face of an outward flange 12 at the upper end on the lower face of an inward flange 5 and the outer face on the inside of the lower end of a small-outer-diameter cylindrical part 4. The lower face of the outward flange 12 is placed on the upper face of a mouth neck part through a packing, and the flange is suspended into a container 1. An outside air suction port 16 and a hole 17 for discharging the residual-pressure water in the cylinder 11 are bored at the upper part of the cylinder 11. The outer periphery of the cylinder 11 is surrounded with a cylindrical body 51, and a gap for a lower-face opening capable of returning the residual-pressure water discharged from the hole 17 into the container 1 is formed between a cylindrical body 51 and the outer face of the cylinder 11. Consequently, the water splashed from the hole 17 is not deposited on the inner wall face of the container 1, and deterioration of the appearance is prevented.
