PROBLEM TO BE SOLVED: To provide a dehumidification heat pump type air-conditioning and heating device for an automobile suitable for an electric vehicle to effect dehumidification heating through simplified system constitution to eliminate a need for a refrigerant recovery line and eliminate a check valve. SOLUTION: In addition to a first refrigerant inlet 21 similar to a conventional type, a second refrigerant inlet 22 to guide a refrigerant from a compressor 7 directly (bypass it) to the final path is formed in a main condenser 20 being a vertical installation type parallel flow type condenser. A refrigerant from the compressor 7 is selectively introduced to a first or a second refrigerant inlet 21 or 22 by a solenoid valve 24.
