PROBLEM TO BE SOLVED: To avoid the sticking and infiltration of a fluid to an electrophotographic photoreceptor and to prevent the deterioration of the photosensitive characteristic and the occurrence of an image defect by forming the surface of the electrophotographic photoreceptor mainly with a three- dimensionally bridged resin, and containing fluorine-contained resin fine grains in the surface. SOLUTION: In an electrophotographic device containing an electrification process keeping a fluid applied with a voltage in contact with an electrophotographic photoreceptor 1, the electrophotographic photoreceptor 1 is constituted of a conductive carrier, a photoconductive layer and a surface layer. The surface layer is mainly formed with a three-dimensionally bridged resin and contains fluorine-contained resin fine grains. A monomer or an oligomer having the reactive functional group such as acryl or urethane is bridged by heat or light at the time of film formation to obtain the three-dimensionally bridged resin. When the fluorine-contained resin fine grains are contained in the surface layer, a liquid hardly infiltrates into a film, and the deterioration of the photosensitive characteristic and cracks on the film can be prevented.
