PROBLEM TO BE SOLVED: To enable a room-temperature-adjusting device to be rolled or bent compactly. SOLUTION: Cover sheets 12 and 13 are laminated at the front and rear sides of a cooling sheet 11 and are mounted to the cooling sheet 11 by thermal welding and other means. The cooling sheet 11 is blocked by the cover sheets 12 and 13. A circulation pipe 20 in a zigzag for passing a thermal medium or a refrigerant body is fixed while being pinched between the cooling sheet 11 and the cover sheet 12 at the reverse side. A void 50 is formed between straight-line parts 20a to which the circulation pipe 20 is adjacent.
