PROBLEM TO BE SOLVED: To efficiently detect a foreign matter mixed in a tobacco raw material such as a shredded tabacco, a core and a lamina. SOLUTION: A shredded tabacco T is transfered by a first transfer means 3, and heated by a heater 1 while agitating the tobacco T by an agitating means 2. The tobacco T is leveled by a first and second leveling means 4, 5, and an inside of the tobacco T is dug up by a mixing means 17. A thermal image of the tobacco T is picked up by an infrared CCD camera 10. Image data is stored in an image processing part 13. A reference image (thermal image) of the tobacco T alone image picked up in advance is subtracted from the image picked-up image data to find an image of a foreign matter, and the foreign matter is detected thereby. A foreign matter detected signal by detection of the foreign matter is output to a removing mechanism 7 to remove the foreign matter, together with the tobacco T by a removing conveyer 71.
