PROBLEM TO BE SOLVED: To improve the thermal efficiency of a plant by providing a heat exchanger supplying steam mixed with air mixing air from a compressor with steam to heat it, on a heat recovery boiler. SOLUTION: An air separation device 1 decomposes pressurized air constituted so that air 10 is pressurized by a compressure to about 10-30 atmospheric pressure, and a part of extraction air 54 from the compressor 51 of a gas turbine 5 is added to it, into oxygen gas and nitrogen gas. The separated oxygen 11 is supplied to a gasifying furnace 2, to obtain generating gas 31. After heat exchanging the generating gas 31 with a heat recovery boiler 3, it is supplied to a gas refining facility 4. In this case, heat generated in the gasifying furnace 2 and heat held with the generating gas are heat-exchanged by a heat exchanger for cooling the gasifying furnace and a heat recovery boiler 3, to generate steam. A part of this steam is mixed with steam from an exhaust heat recovery boiler 8, and the mixture is fed to a steam turbine 6 to drive a generator 7.
