PROBLEM TO BE SOLVED: To reduce meaningless switchings of a communication channel by avoiding assigning a channel which has been assigned before for a fixed time through the use of a timer to the same mobile station. SOLUTION: A radio control part 22-1 removes a channel set to 'timer starting' from the objects of assigning channels by referring to a timer managing table at the time of a carrier sense. A timer managing part 22-3 retrieves the channel set to be 'timer starting' from the timer managing table by timer setting request message, and starts a timer with respect to the channel. A channel managing part 22-2 transmits a channel switching instruction message to a mobile station 21 by a timer setting completion message. The mobile station 21 receiving this message switches a communication channel by a designated channel. The channel management part 22-3 sets the timer situation of the designated channel of the timer managing table to 'un-setting' in the case when the started timer times out.
