PROBLEM TO BE SOLVED: To reduce wind load acting on a panel in installing the panel. SOLUTION: A plurality of panels 1 are arranged almost in parallel to an attaching surface for the panels and a gap as a ventilating space 3 is secured between the panels and the attaching surface thereby installing the panels in a floated state from the attaching surface, and a slit through which air can be vented to the ventilating space is secured between adjacent panels. Or the panel itself may have a vent hole for venting air to the ventilating space. Vicinities around the ventilating space are separated from the external by a vent plate 15. This is in particular useful in applying solar cell panels to the roof surface of a building.
