PURPOSE: A cellular asynchronous transfer mode(ATM) packet network is provided to set up virtual channels to all wireless network controllers in which mobile terminal packets terminate, between the wireless network controllers, and between all wireless network controllers and all packet data nodes, to multiplex/reverse-multiplex packet calls or packet sessions for each mobile terminal to the virtual channels when a packet path is assigned. CONSTITUTION: Wireless network controllers use channel assigning functions according to service options of mobile stations, and separate service paths of packet data and circuit data when wireless network controllers match with a core network. Packet call controllers are connected to the wireless network controllers of self cells or sectors, and support voice communication exchanging functions, location registers of mobile stations, and mobilities, to manage location information of the mobile stations and packet connecting node information. Mobile packet routers having ATM switch manners rout transmitting packet data transmitted from each wireless network controller and receiving packet data inputted from each wireless network controller to a set-up transmitting path. Packet data nodes(PDNs) rout the transmitting packet data supplied by the mobile packet routers and the receiving packet data.
