摘要 <p>PROBLEM TO BE SOLVED: To provide a method, in which the whole pipeline of waterworks stretched around in a ground and on the inside of a structure for beforehand predicting the generation of various disasters, early discovering the sign of the disaster, specifying an accident generation field at a place and completing restoration construction works before a serious accident is used as an overall emergency predict alarm sensor, and an overall emergency predict disaster-prevention monitor system. SOLUTION: Overall sensors S with each detecting section of a sound, radiation, heat, mechanical strain, electricity, magnetism and vibrations are annexed to both end sections of each distributing pipe 1 of each specific distance section (section number 1-N) set at the required sites of the pipelines of the underground buried substance and the whole inside of the structure in a large number, and signals containing abnormal signals by fluctuation from the normal states of each detecting signal simultaneously detected by each detecting section of the sensors S are measured. Measured data signals are A/D converted, electric waves are transmitted from manhole antennas 11 and received through a communication satellite 14 and collected and analyzed by a data signal processor 6, and the place and contents of the electric waves are displayed to an abnormal information display 7 when the electric waves are decided as abnormal signals.</p>
