PROBLEM TO BE SOLVED: To provide a developing device not causing filming with toner on a developing roll and further, the fluctuation of the density of an image and an electrophotographic device provided with the developing device. SOLUTION: A regulating plate 6 facing the outer periphery of a magnet roll 5 stepwise regulates the thickness of a developer layer formed in such a manner that a toner magnetic powdery mixture 11 is attracted to the outer periphery of the magnet roll 5. This magnet roll 5 facing the developing roll 4 is rotated in the contact state of the regulated developer layer with the developing roll 4, to form a toner layer on the outer periphery of the roll 4. Further, a bias control part 14 adjusts the sticking degree of the toner stuck on the outer periphery of the roll 4, in such a manner that bias voltages in the same series are applied to the roll 5 and the regulating plate 6. Thus, the occurrence of filming with the toner can be prevented and the fluctuation of the density of the image can be prevented as well. |
